Only domain names are listed! Some ISPs block by URL using a transparent HTTP proxy, so these domains won't be shown as blocked from their networks.
Czech Telefonica O2 filters using a fake DNS - they return A 194.228.41.66 (which is their server) as a reply for a query for a blocked domain. On http://194.228.41.66/, there is a webserver running showing "(HTTP 403) Access denied" in a HTTP/200 response.
